Forbes.com consulted the following data in compiling this list: a cost of living index developed by the northern Virginia-based research firm Council on Community and Economic Research; the National Association of Home Builders/Wells Fargo affordability index, which measures how much of the local housing stock is affordable to the median income earner at present mortgage rates; a Forbes index, based on 2006 Census figures, that measures school quality, health, crime and poverty rates; numbers from Sperling's Best Places, which identifies the country's best arts and leisure destinations by measuring a wide range of entertainment options.
